What a complete document file means before a worker is placed.
Employers ask for a complete file because a worker who lands with missing papers is not a hire. ISHC’s standard is preparation you can audit. It is not a stamp ISHC can print.

The standard
A complete file means the occupation, the documents, and the lawful pathway are assembled before filing, so the receiving site can inspect the pack. Screening happens first. Unqualified candidates never reach the document stage.
Competent authorities decide any visa or work permit. ISHC prepares the file and reports status. That split is the whole point of the page.
What is usually in the pack
Passport, medicals, police clearance, the employment contract, and any attestation that corridor requires. The exact list changes with the route — Serbia’s work-permit file is not Malta’s employment-licence file — so the checklist is written for the site, not copied from a generic poster.
Incomplete packs stay in origin until they are desk-ready. You receive the checklist before filing.
What the employer still owns
The occupation, the site conditions, and local compliance duty where the law names the receiving employer or a licensed partner. ISHC will not invent that duty, and will not open a file when no lawful route exists.
Tell the desk who signs locally, which medical bars apply, and which language the site will use on day one.
From a finished file to a worker on site
Once the pack is complete, ISHC keeps a status cadence while it sits with the authority. We do not publish a fake day-count. Arrival, the first-week pack, and HR that stays after arrival are the next steps on the same engagement.

Questions employers ask
Is a complete file the same as an approved visa?
No. A complete file is ready for the competent authority to assess. Approval, refusal, and timing belong to that authority. ISHC does not issue the visa or the work permit.
Can we audit the checklist?
Yes. The employer or licensed agency receives the document checklist before filing. Incomplete packs are held in origin.
What if a document expires while the authority reviews the file?
The status cadence is there so the desk can see it. Replacement or refresh of a document is handled on that file, not by restarting a marketing claim.
Where do Serbia and Malta fit?
They are published corridors with their own routes. The file standard is the same. The checklist follows the route the state actually runs.
